In light of Jake Muzzin injury, why do NHL refs refuse to call crosschecking?

If the league's return-to-play protocols are followed, Toronto Maple Leafs defenseman Jake Muzzin will miss at least Games 3 and 4 of his team's qualification series against the Columbus Blue Jackets because of a casual crosscheck that has become commonplace in today's NHL.
